Terrence W. Macy became commissioner of the Department of Developmental Services after more than two decades leading SARAH Tuxis Residential and Community Resources, a shoreline agency that serves people with disabilities.Macy, who lives in Madison, began his career at the Hartford Regional Center, a residential program run by the department. While pursuing his doctorate in developmental disabilities and developmental psychology in Ohio, Macy worked to develop ways to support people moving out of institutions and into communities.Macy led SARAH Tuxis since it began in 1990. The job gave him firsthand experience with the financial challenges faced by many nonprofit providers that serve people with disabilities. SARAH Tuxis grew from 42 employees to 300, he said, but retained the same administrative structure it started with, he said, and has had to scrape by year after year.
