Godfrey won an open seat in 1988, succeeding Democrat Paul J. Garavel. In 2010, he was cross-endorsed by the Working Families Party.
Godfrey has become an institutional voice at the General Assembly by virtue of his knowledge of legislative process and reputation for improving legislation as a long-time member of the bipartisan group that screens bills. He is vice chairman of the Council of State Governments, a national organization that brings together officials from all branches of government.
He is a deputy House speaker.
