Clemons was elected in a special election in 2003. He succeeded Democrat Ernest E. Newton II, who had resigned after winning a vacant state Senate seat. Clemons later was a witness for the prosecution in the trial of Newton, who resigned from the Senate after his conviction for bribery.
Clemons is a Bridgeport native who worked as a city firefighter until his retirement in 1999. He served on the Bridgeport City Council before his election to the legislature.
