Chapin was elected with 55 percent of the vote to an open seat in 2000, succeeding Republican Jeanne Garvey. Chapin lacked a major party opponent in 2010, swamping Green Party challenger Nicholas Payne by nearly 4,000 votes.
He was serving his third two-year term on the New Milford Town Council when elected to the legislature.
Chapin was one of several House Republicans during a special summer session in 2010 who proposed barring unopposed candidates for state office from receiving public campaign financing. That amendment was defeated by the Democratic majority.
He reported outside income in 2010 from his business, Clark Chapin Carpentry Services. He owns a home in New Milford and West Dennis, Mass.He owns no securities worth more than $5,000.Chapin filed a confidential addendum listing any debts exceeding $10,000.
