Guerrera won a special election in February 2001, succeeding Democrat Richard D. Tulisano, who resigned. Guerrera won almost 90 percent of the vote in the 2010 election.
Guerrera was mayor of Rocky Hill when elected to the General Assembly. As co-chairman of the Transportation Committee, he introduced legislation that would reinstate tolls on highways. After a student from his district died in a school bus accident in 2010, Guerrera led the effort that would have require all school buses have seat belts. After that effort failed, he was successful in getting grant money so school districts could purchase seat belts for their fleet if they chose.
Guerrera reported co-owning T&T Concrete and Landscapes of Hartford. He reported no income from the company or his wife, Nancy Guerrera. He declared rental income from a commercial property in Hartford. The could own a home in Rocky Hill.They own no securities.Guerrara filed a confidential addendum to report a debt or debts exceeding $10,000.
